SolarPower Europe Position Paper

This paper provides SolarPower Europe’s Recommendations on the upcoming Omnibus Regulation which is anticipated to be published by the European Commission on February 26, 2025.

After an informal Council leadership meeting in mid-November 2024, European Commission President Ursula von der Leyen announced plans to review three key sustainability regulations: the Corporate Sustainability Reporting Directive (CSRD), the EU Taxonomy Regulation, and the Corporate Sustainability Due Diligence Directive (CSDDD). 

 

The main objective of this consolidation is to streamline bureaucracy and reduce administrative burdens on businesses, thereby boosting the EU’s competitiveness. By removing overlapping requirements, the Commission aims to simplify compliance for companies operating within the EU. SolarPower Europe welcomes the goals of the Omnibus Regulation as announced by President von der Leyen which aims to streamline these legislations.

SolarPower Europe's key recommendations on the upcoming EU Omnibus Regulation:

Streamline corporate sustainability and due diligence reporting in Europe

SolarPower Europe welcomes the stated purpose of the Omnibus Regulation to streamlining corporate sustainability and due diligence reporting in Europe, without watering down regulatory objectives. Such legislations will favour not only EU re-industrialisation but also private companies opting for local, renewable electricity. European companies have already engaged considerable costs and efforts to align with these legislation.

Align legislation

SolarPower Europe recommends aligning the implementation of the Corporate Sustainability Due Diligence Directive (CSDDD) with the Forced Labour Regulation (FLR) and other relevant due diligence legislation. In that sense, SolarPower Europe much welcomes the recognition of Multi-Stakeholder Initiatives (MSIs) under the CSDDD. We also recommend aligning with international standards and certifications.

Set clear expectations

SolarPower Europe encourages the European Commission to set clear expectations so that Member States ensure their supervisory authorities are adequately composed, organised and resourced to secure harmonised implementation of the EU due diligence and reporting requirements.

Establish cooperation

SolarPower Europe recommends establishing a cooperation system with international trade partners through EU Delegations.

SolarPower Europe recommends defining clear roles and responsibilities between business partners.
